One of the key functioning of the government is to bring citizens and businesses closer to their governments. There are various aspects of theis exercise. It is about a two way connectivity between the various stakeholders.

    The one question that has an many asnwers as the time it has been asked is "What is eGovernance?" E-Government can be defined in a very precise manner. if we refer to the State of Texas’s Electronic Government Strategic Plan, which was written by the Department of Information Resources, State of Texas, and released in January 2001, Electronic government is defined as: Government activities that take place over electronic communications among all levels of government, citizens, and the business community, including: acquiring and providing products and services; placing and receiving orders; providing and obtaining information; and completing financial transactions.

There is a more borad stroke definition also available, that by Gartner - "E-government is the continuous optimization of service delivery, constituency participation and governance by transforming internal and external relationships through technology, the Internet and new media." This includes Government to Citizen, Government to Employee, Government to Business, and Government to Government.

A few examples of what can constitute eGovernance:

  • Citizen access to government information.
  • Facilitating general compliance.
  • Citizen access to personal benefits.
  • Procurement including bidding, purchasing, and payment.

I hope that the scope of eGovernance is clear to you now. To concluded, let me rephrase the definition "eGovernment can be defined as the way in which a government uses the most innovative information and communication technologies. This is more true for web-based Internet applications which provide citizens and businesses with more convenient access to government information and services.
